The carts/cart conductor should be able to take you to and from:
1.The north-western part of the Dwarven Mines
2.The passage underneath White Wolf Mountain (unlocked via completion of Fishing Contest & Grand Dwarf)

It costs coins to use, wiki says 100 to 150. I'm assuming dwarven mines costs 150 because it's further away. Both of those prices are halved with the ring of charos(u) (garden of tranquility).

The cart system is not a reward from Giant Dwarf quest, you only need to start it.
