(Re-)Introducing ARIA attributes `aria-expanded` and `role="button"` on
headings. Also moving `aria-controls` and `tabindex` attributes into
button ARIA role element.
The click event handler remains on the parent heading element. Only thing
that changes is the focus outline with keyboard navigation not surrounding
the indicator any more, but I think that's an acceptable side-effect in
comparison to the gains.
Works excellent in latest Safari/VoiceOver macOS combination.
“[section heading label] expanded|collapsed button. You are currently on
a heading level 2”.

Removed attributes:
* `aria-pressed` is not relevant to elements like toggling buttons.
* `aria-haspopup="true"` is meant for modals or popup menus.

Now there is a generic hook for doing this deprecate
MobileSiteOutputPageBeforeExec hook.
(no current usages) and use AddFooterLinks.

We can't immediately drop the usage of the old hook, as
we'll need to make a change to Minerva first, but removing
hook usage all together will follow shortly.
