Faster re-stocking speed for items sold in shops.

Because we only have 1 world we need to have a lot of supplies available in shops but we don't want to see 5M stack of items in shops.

With regular item amounts and a faster restocking time the server will still have all of the 2006 vibe without shops always being empty.
